The Council of Cercle establishes its rules of procedure during the first session following its installation.
The district council meets in ordinary session once a quarter, convened by the president. The latter may, however, call an extraordinary session when circumstances so require. He is also required to convene it at the request of a third (1/3) of the advisers or the
The duration of each session may exceed five (5) days. It may be extended with the approval of the parent authority for up to two (2) days.
However, the session during which the budget is discussed may last up to ten (10) days.
